Delhi NCR AI Compute Centre
Deep-technology work today needs computing that almost no student or early-stage team in Uttar Pradesh can reach. This project proposes 32 GPUs and 1.5 petabytes of storage in a purpose-built facility in Noida or Greater Noida, in Delhi NCR, run as a shared research resource.

What these estimates assume
- Land: about 465 m² (5,000 sq ft) — room for the 1,800 sq ft building, a service yard for the transformer, the generator and the chillers, three parking spaces and a guard room. In Noida and Greater Noida, land for this use is allotted or e-auctioned by the development authority on a long lease, not bought freehold. Priced at the Noida Authority's 2025–26 allotment rates for IT/ITES and data-centre land in its Phases 2 and 3 (line A1); Greater Noida's 2025 industrial e-auction reserve prices fall inside that range. Zoning must permit the use.
- Stamp duty and registration: 7% and 1% in Uttar Pradesh, which includes Noida and Greater Noida — charged on the lease premium, or on the circle rate if it is higher.
- The foundation's own estimate for civil works was priced at Gorakhpur rates; line C3 adds 15–25% for building costs in Delhi NCR.
- Electricity: an IT load of 52.6 kW at full draw, 75–90% average use and a PUE of 1.35–1.6 (line G1). Uttar Pradesh left its tariffs unchanged for 2026–27, and Greater Noida's supplier, NPCL, keeps a 10% discount; the tariff stays a working assumption until the distribution company confirms the category.
- A 400 kVA supply needs a high-tension connection (line D1); its security deposit is refundable (line H1).
- Hardware figures include GST and any import duty. If quotations come in before GST, about 18% would be added to lines B1–B3 and C1.
- Staff: the minimum to run a GPU cluster around the clock — an HPC lead, 2 systems engineers, 4 shift technicians and 4 guards.
Not included
- Hardware support after year 3.
- Replacing the GPUs at the end of their life, typically after 4–6 years.
- Scholarships, fellowships, training or incubation stipends for the people who will use the cluster.
- Any income from compute time.
